Through ECO4 Flex, a local authority (LA) can nominate privately owned households it identifies as facing fuel poverty or low income and vulnerable to the challenges of residing in a cold dwelling. As this eligibility depends on your local authority or council, it is location dependant.  Typically this targets areas where there are more off-grid properties or those without a mains gas supply. In these areas it's more likely people will be using less environmentally friendly and efficient heating methods, and as a result spending more on energy costs.
